DVA programs that fund home care

The Department of Veterans’ Affairs funds four main streams of in-home support for eligible veterans, war widows, and widowers. Eligibility depends on your card type and assessed need.

Veterans' Home Care (VHC)

Domestic assistance, personal care, safety-related home and garden maintenance, and respite for eligible veterans, war widows, and widowers. Co-payment applies.

Coordinated Veterans’ Care (CVC)

Care coordination for Gold Card holders living with one or more chronic conditions. Delivered through your GP and a care coordinator, fully funded by DVA.

Community Nursing for Eligible Veterans

In-home clinical nursing care, wound management, medication support, palliative care, and personal care for veterans assessed as eligible.

Rehabilitation Appliances Program (RAP)

Assistive technology and equipment, including mobility aids, continence products, and home modifications, supplied at no cost to eligible veterans.

Gold Card (DVA Health Card — All Conditions)

All clinically required treatment for any health condition. Broadest access to DVA-funded care.

White Card (DVA Health Card — Specific Conditions)

Treatment for accepted service-related conditions only. Eligibility for VHC and Community Nursing depends on the condition.

Orange Card (Commonwealth Seniors Health Card)

Pharmaceutical concessions only. Does not fund home care.

Frequently asked questions

Can I get DVA-funded home care and a Home Care Package at the same time?

Generally no. DVA programs and aged care packages cover overlapping supports, so most veterans access one or the other. Your DVA case manager or aged care assessor can help you choose the pathway that maximises your funding.

How do I start a Veterans’ Home Care assessment?

Call VHC on 1300 550 450. They will arrange an assessment to confirm your eligibility and identify which services you can access. There is no charge for the assessment.

Do I have to use a DVA-approved provider?

Yes. DVA contracts directly with approved providers in each region. Carevo lists providers who accept DVA referrals so you can compare options near you.

What does a co-payment look like for Veterans’ Home Care?

VHC clients contribute a small fee per hour for services other than respite. Fee rates are set by DVA and updated annually. Respite hours are usually fully funded. Confirm current rates with DVA on 1800 555 254 before engaging a provider.

Is in-home palliative care covered for veterans?

Yes. Eligible veterans can access community nursing for palliative care at home, fully funded by DVA. Your GP or specialist initiates the referral. This often runs alongside community-based palliative services through the public system.
