Support at Home service list 2026-27
Every service the government funds under Support at Home, the program that replaced Home Care Packages on 1 November 2025: all 56 services with official codes, advised prices, what each one includes, and what you contribute. For prices in detail, see the Support at Home pricing guide.
Prices shown are IHACPA's 2026-27 advised prices (weekday daytime), not caps: providers set their own rates. The badge on each category shows who pays what toward the price. Use Add to estimate on any service to build a multi-service estimate against a classification budget.

What you pay toward each category
You contribute a percentage of the price of each service you receive, set by a Services Australia means assessment. The percentage depends only on the service category and your means status: clinical supports are free for everyone, and the government pays the rest of every price.
| Service category | Full pensioner | Part pensioner / CSHC | Self-funded retiree |
|---|---|---|---|
| Clinical supports | 0% | 0% | 0% |
| Independence | 5% | 5% to 50% | 50% |
| Everyday living | 17.5% | 17.5% to 80% | 80% |
Contributions stop at the lifetime cap of $140,652.80 (indexed; $88,934.57 for grandfathered Home Care Package recipients). Estimate your own contribution with the Support at Home funding calculator.
Classification budgets 2026-27
Your assessed classification sets how much funding you have to spend on services from the list. Budgets are released quarterly, and unspent funds carry over up to $1,000 or 10% of the quarterly budget, whichever is higher. 10% of each quarterly budget goes to care management. Rates below took effect 1 July 2026.
| Classification | Per year | Per quarter | Per day equivalent |

One-off budget for participants diagnosed with 3 months or less to live; available over a 12-week period with drawdown permitted up to the 16-week mark; equivalent daily funding $306.39
Where are the price caps?
Support at Home was designed with government price caps for every service on this list, due to start on 1 July 2026. In May 2026 the government deferred them with no new start date. Until caps arrive, providers set their own prices under consumer protection rules: prices must be reasonable, all-inclusive (no separate admin or travel fees), published on My Aged Care, reviewed at least every two months, and agreed with you before you are charged. The Aged Care Quality and Safety Commission can order refunds for overcharging.
The prices on this page are the unit prices IHACPA advised government for 2026-27, built from real provider cost data. They are the best available benchmark for what a fair price looks like, but a provider quoting above them is not breaking any rule. The full story, including advised rates for evenings and weekends and how to compare provider price lists, is in the Support at Home pricing guide.
Prices then vs now
What the median provider charged per hour under Home Care Packages, against IHACPA's advised all-inclusive price for the same service under Support at Home. The jump is partly structural: Home Care Package prices excluded package management fees of $50 to $295 a fortnight, which are now baked into the hourly price.
| Service | HCP median Jun 2024 | HCP median Sep 2025 | IHACPA advice 2026-27 | Change |
|---|---|---|---|---|
| Personal care | $72.00 | $80.00 | $103.11 | +29% |
| Nursing (registered nurse) | $120.00 | $135.00 | $184.55 | +37% |
| Cleaning and household tasks | $72.00 | $79.00 | $111.87 | +42% |
| Gardening | $75.00 | $81.00 | $116.11 | +43% |
| In-home respite | $72.00 | $80.00 | $110.75 | +38% |

AT-HM scheme funding tiers
Assistive technology and home modifications are funded outside your quarterly budget, through tiers assigned at assessment. Amounts below apply from 1 July 2026. Funding lasts 12 months (24 for progressive-condition equipment bundles and complex modifications with evidence) and does not roll over.
| Tier | Assistive technology | Home modifications |
|---|---|---|
| Low | $513.00 | $513.00 |
| Medium | $2,052.00 | $2,052.00 |
| High | $15,390.00 | $15,390.00 |
Above the high tier, extra funding can be approved with evidence such as a valid prescription. The home modifications high tier is once-off lifetime funding. Assistance dog maintenance has its own ongoing allocation of $2,052.00 per year.
What Support at Home does not fund
The service list is exhaustive: if a service is not on it, providers cannot claim government funding for it. On top of that, the program manual excludes:
- Services more appropriately funded through other systems: hospital and ambulance costs, medical diagnosis and treatment, medicine dispensing, psychiatry, dental care, specialist palliative care
- Other government programs must be exhausted first where already in place (GP chronic condition management plan, Mental Health Plan)
- Management of conditions unrelated to age or disability related decline (e.g. acute mental health care)
- Pharmaceuticals and dose administration aids (health system funded)
- Professional services people usually pay for themselves: hairdressing, waxing, pest control, carpet cleaning, dry cleaning, tree removal, landscaping
- Cost of groceries, fresh food, raw ingredients and other purchased items; takeaway food delivery; meals for other household members
- Pet care (except essential assistance dog maintenance under specified-needs funding)
- Activity participation costs: tickets, accommodation, membership fees, craft materials and supplies
- Purchase of smart devices for online engagement
- Purchase of a private car, vehicle running costs, licence costs, public transport, flights, ferries, holiday travel
- Gardening for visual appeal rather than safety/accessibility (plants, garden beds, compost)
- Home repairs that are the responsibility of landlords, government housing authorities, or covered by private insurance
- Cosmetic home modifications
- Service fees such as funeral plans and accountant fees
- Massage for relaxation (only prescribed remedial massage is in scope)
- Chinese medicine practitioner services such as herbal medicine dispensing (acupuncture excepted)
- Weight loss products not prescribed for age-related needs
- Residential respite (funded through AN-ACC) and cottage respite (CHSP only)
- Digital education deliverable through the Be Connected program (DSS)
- Separate administration or travel fees (must be built into all-inclusive service prices)
- Accommodation costs such as rent and home purchase (general principle of the aged care service list)

Frequently asked questions
What is the Support at Home service list?
The Support at Home service list is the official list of services the Australian Government funds under the Support at Home program, which replaced Home Care Packages on 1 November 2025. It groups every service into three categories: clinical supports (nursing, allied health, care management), independence (personal care, social support, respite, transport) and everyday living (cleaning, gardening, meals). Providers can only claim government funding for services on the list.
How many services are on the Support at Home service list?
This page covers 56 services across the three service categories plus the Assistive Technology and Home Modifications (AT-HM) scheme. Each service has an official code (for example SERV-0020 for assistance with self-care) that providers use when claiming through Services Australia.
Are there price caps on Support at Home services?
No, not currently. Price caps were legislated to start on 1 July 2026 but were deferred in May 2026 with no new start date. Providers set their own prices, which must be reasonable, published on My Aged Care, reviewed at least every two months, and all-inclusive with no separate administration or travel fees. The prices shown on this page are IHACPA's 2026-27 advised prices, which are guidance for government, not caps.
What do I pay for services on the list?
It depends on the service category and your means assessment. Clinical supports are free for everyone. For independence services, full pensioners contribute 5% of the price and self-funded retirees 50%. For everyday living services, full pensioners contribute 17.5% and self-funded retirees 80%. Part pensioners and Commonwealth Seniors Health Card holders pay somewhere between the pensioner and self-funded rates, set by a Services Australia means assessment.
What is changing on 1 October 2026?
From 1 October 2026 all personal care services (showering, dressing, help with medications, non-clinical continence care) move from the independence category into clinical supports. That makes them fully government funded, so participants stop contributing toward personal care from that date.
What is the AT-HM list?
The Assistive Technology and Home Modifications (AT-HM) scheme funds products, equipment and home modifications separately from your quarterly budget. Funding is assigned in tiers: low ($513), medium ($2,052) and high ($15,390) as at 1 July 2026, with amounts above the high tier possible with supporting evidence such as a prescription. The scheme covers mobility products, self-care products, communication aids and home modifications like rails and ramps.
What does Support at Home not cover?
The program excludes services better funded through other systems (hospital care, medical treatment, dental), everyday living costs a person would have regardless of age (groceries, rent, utilities), entertainment, gambling, alcohol, holidays, and services for other members of the household. Care needs unrelated to ageing are also out of scope.
Is the Commonwealth Home Support Programme (CHSP) part of this list?
Not yet. CHSP remains a separate program and transitions into Support at Home no earlier than 1 July 2027. If you receive CHSP services today, nothing changes for now. This list applies to people with a Support at Home classification, including everyone who transitioned from a Home Care Package.
