Disability advocacy is the support available to help a person with disability understand their rights, assert those rights, and navigate systems that can be difficult to deal with alone. In the NDIS context, this most often means help with plan decisions, disputes with providers, or situations where a participant feels their voice is not being heard.

What Advocacy Is and What It Is Not

Advocacy is not the same as support coordination. A support coordinator helps you implement your plan and connect with providers. An advocate represents your interests, particularly when those interests may conflict with the NDIA, a provider, or another service system. Advocates are independent of the NDIS and of all service providers, which is what makes them effective in disputes.

The distinction matters. If you are having a disagreement with your provider, or if you believe your plan has been underfunded, a support coordinator cannot advocate for you against those parties. That is where an independent advocate comes in.

Types of Advocacy Available in Australia

Individual Advocacy

One-on-one support for a specific issue. An individual advocate works directly with you on a defined matter, whether that is a provider complaint, an NDIS review, accessing a service you have been refused, or addressing discrimination. They speak on your behalf, help you prepare documentation, and attend meetings with you.

Self-Advocacy Support

Some people want to handle their own situations but need help building the skills and confidence to do so effectively. Self-advocacy support focuses on communication, knowing your rights, and how to raise concerns through the right channels. This is distinct from having an advocate speak for you; the goal is for you to speak for yourself.

Systemic Advocacy

Organisations like People With Disability Australia (PWDA) and Disability Advocacy Network Australia (DANA) work at the policy level to change the rules, practices, and attitudes that create barriers for people with disability. This work does not directly resolve individual cases but contributes to the broader environment that affects participants in Australia and across Australia.

Some disability matters require legal representation, including Administrative Review Tribunal hearings for NDIS decisions and complaints under the Disability Discrimination Act 1992. Specialist disability legal services exist in most states. Community legal centres with disability expertise can provide initial advice at no cost.

When to Seek an Advocate

The most common situations where people seek advocacy support include:

Receiving an NDIS plan that does not reflect the supports discussed at the planning meeting, or that has been significantly reduced at a review. An advocate can help you prepare for an internal review and, if needed, an ART appeal.

Disputes with a service provider about the quality or delivery of supports. If you have raised concerns directly and the problem has not been resolved, an advocate can help escalate formally, including through a complaint to the NDIS Quality and Safeguards Commission.

Being denied access to a service, venue, or opportunity because of disability. This may constitute discrimination under state or Commonwealth law, and an advocate or legal service can advise on your options.

Situations involving risk, including suspected abuse, neglect, or exploitation by a provider or carer. In these cases, the NDIS Commission’s reportable incidents scheme and state safeguarding agencies are also relevant.

Wanting support at a planning meeting to make sure your needs are clearly communicated and understood by the planner.

Is advocacy the same as support coordination? No. Support coordinators help you implement your NDIS plan and connect with providers. They are funded through your plan and have an ongoing relationship with the NDIA. Advocates are independent of the NDIS and all providers. They represent your interests in disputes, complaints, and rights issues, particularly where a conflict of interest would prevent a support coordinator from acting.

Does advocacy cost me anything? Most disability advocacy services funded through the National Disability Advocacy Program are free to participants. Some legal advocacy services charge fees, but many offer free initial consultations and pro bono support for people with disability on low incomes. Your advocate will explain any costs before you proceed.

Can an advocate attend my NDIS planning meeting? Yes, and this is one of the most common reasons people contact an advocacy service. An advocate can help you prepare beforehand, attend the meeting with you, and ensure your goals and needs are communicated clearly to the planner. You do not need to explain or justify having an advocate present.

What if my provider is not delivering supports as agreed in my service agreement? Start by raising the issue directly with the provider in writing. If that does not resolve it, you can lodge a complaint with the NDIS Quality and Safeguards Commission at ndiscommission.gov.au or by calling 1800 035 544. An independent advocate can help you through this process, particularly if the situation is complex or if the provider’s response is unsatisfactory.

Can I have an advocate and a support coordinator at the same time? Yes. They serve different purposes and there is no restriction on using both. Your support coordinator manages your plan and providers. An advocate addresses specific rights issues or disputes. If you are in a conflict with your support coordinator, an advocate can assist with that situation as well.
