What is the difference between palliative care and end of life care?

Palliative care is symptom management and quality-of-life support for anyone with a life-limiting illness and can begin at diagnosis alongside active treatment. End of life care is the part for the final weeks and days, when the focus narrows to comfort, dignity and family. Palliative Care Australia advises that starting palliative support early, rather than only in the final weeks, generally gives better symptom control and more time at home.

Families never pay Carevo. Providers pay a subscription to connect with families, with no commission or paid ranking. How Carevo works

Activity figures describe Carevo enquiries, not appointments or care quality. Acceptance timing excludes unclaimed enquiries. Confirm current capacity directly. Measurement period and method.

How we rank providers

Rankings in Australia use directory relevance and observable activity on Carevo: service match, distance, register-sourced status fields, whether an enquiry can reach the provider, and recent response and connection activity. Rankings are recalculated daily. They do not assess care quality or recommend a provider.

  • How this list is built. Providers shown here are registered with the NDIS for Community nursing care for high needs, or offer palliative care.
  • Activity on Carevo. We measure recent actions such as connecting on an enquiry, opening its contact details, responding, and an inquirer reporting whether a connection helped. These are platform activity signals, not an assessment of the support delivered.
  • Service match. Providers are ranked by how closely their registered services and capabilities match what you are searching for.
  • Register-sourced status. NDIS registration fields come from the NDIS Commission provider register. Aged care approval fields come from the My Aged Care register. These statuses are ranking inputs, not Carevo endorsements, and you should confirm the current register entry before choosing a provider.
  • Carevo enquiries. Providers who have paused requests from us are moved down among providers with the same relevance. They stay visible and are marked as not receiving Carevo enquiries.
  • Recent activity. Providers active on Carevo recently (a connection, a login, or a profile update) get a small boost, the same signal shown as "Active this week" on their card. It is deliberately small: stronger relevance and condition evidence outweigh a recent login.
  • Local presence. Providers confirmed in Australia rank above those covering only the broader region.

What the enquiries status means

It answers one question: would a request sent through Carevo today actually reach them? It is not a rating, it is not about the provider's books, and it is not a statement about their capacity, their waiting list, or the quality of their care.

Receiving
At least one contact on their account is set up to receive new requests from us, and someone has signed in recently enough for us to say a person is there.
Not receiving
Every contact on the account has unsubscribed or paused, so we have no way to pass an enquiry on.
No status shown
We cannot tell either way, so we say nothing rather than label the provider. The account is set to receive enquiries, but nobody has signed in recently, or there are no contact details on file. It is not a negative mark, and most listings sit here.

A provider who is not receiving our enquiries may well be taking new clients directly. Providers set this themselves and can turn it back on at any time from their Carevo account or from any email we send them. Providers not receiving our enquiries are moved down the list and never hidden. It is refreshed daily, so a provider who resumes, or signs in, reappears within a day.

What the Carevo activity rating means

The Strong activity rating describes how a provider behaves on Carevo, not the care they deliver.

Where it starts
Every provider starts at a baseline of 50.
What moves it
Enquiries from the last 90 days. The strongest positive is a care seeker naming that provider as the one who helped them. The clearest negative is connecting on an enquiry and never opening the contact details.
How it is kept honest
Recalculated daily from scratch, shown only above the baseline and only with at least two scored signals, and removed automatically when either stops being true. It cannot be purchased.

It is not an endorsement, a recommendation, or an assessment of care quality, and we do not screen providers for complaints. Complaints are handled by the NDIS Commission and the Aged Care Quality and Safety Commission. See the full activity rating methodology.

How to check a provider's credentials

Carevo shows register-sourced status fields and links you to the official Australian registers so you can confirm the current entry yourself. Here is what each listing shows and where to check it. A listing on Carevo is not an endorsement.

NDIS registration

Listings show whether a provider reports being NDIS registered. You can confirm a provider's current registration and approved support types yourself on the NDIS Commission's public provider register.

How much does palliative care cost in Australia?

Palliative Care in Australia typically costs Funded via NDIS, Support at Home, CHSP or the health system. Actual rates vary by provider, funding type, and the level of support required.

How to pay for palliative care

Funding options include aged care, NDIS, DVA or private fees. Eligibility depends on your assessment and plan.

Where can I find palliative care providers near me?

Specialist palliative care runs through each state and territory health system, and Palliative Care Australiaโ€™s National Palliative Care Service Directory lists those services by region. They lead the medical side. For the home support side, the daily hours of care that keep someone comfortable at home, the ranked list above compares Carevo providers with measured response times and current coverage in Australia. Most families use both at once: a state palliative team for symptoms, a home care provider for everything in between.

What is in-home palliative care?

In-home palliative care is support that helps someone with a life-limiting illness live as comfortably as possible in their own home, and helps their family cope. It is not only for the final weeks; palliative support can run alongside treatment for months or years. The medical side, symptom and pain management, is led by your GP and a specialist palliative care team through the health system. The day-to-day care that makes staying at home possible, personal care, nursing support, help around the house and respite for family, is what providers in Australia deliver, often for many hours a week.

What is the difference between palliative care and end of life care?

The terms are often used interchangeably, but they are not the same. Palliative care is symptom management and quality-of-life support for anyone with a life-limiting illness. It can begin at diagnosis and continue alongside active treatment; a person can have chemotherapy or dialysis and palliative care in the same week. End of life care is the part of palliative care for the final weeks and days, when the focus narrows to comfort, dignity and family. Starting palliative support early is not giving up. It usually means better symptom control, fewer crisis admissions and more time at home. What changes in the last weeks, and how home care adjusts, is covered in the End-of-Life Pathway section below.

Who it is for and how it is funded

Palliative care is for people of any age with a serious, progressive condition such as advanced cancer, organ failure or a neurological illness. Funding depends on age and eligibility. Specialist palliative medical care is funded through the state health system and is usually free. For the supportive care at home, older Australians use Support at Home, which replaced Home Care Packages on 1 November 2025, or the Commonwealth Home Support Programme, assessed through the Single Assessment System (Department of Health and Aged Care, 2025).

NDIS participants with a life-limiting condition keep their disability supports, funded from Core Supports and Capacity Building (NDIS Pricing Schedule 2026-27). The NDIS funds the disability-related care, not the palliative medical treatment itself, and works alongside the health systemโ€™s palliative team. Palliative Care Australia and the free advice line palliAGED are good starting points for families weighing up options. For the support-worker hours, NDIS price caps apply: up to $73.58 an hour for weekday daytime support and $311.79 for an overnight sleepover. Under Support at Home, clinical care such as nursing carries no participant contribution.

What in-home palliative care includes

  • Personal care delivered gently: assistance with showering, dressing, continence and repositioning for comfort.
  • Community and high-needs nursing: medication support, symptom monitoring and skin care, coordinated with the palliative team.
  • Domestic help and meal preparation so the household keeps running.
  • Overnight and 24/7 support as needs increase, compared on our overnight care page.
  • Respite that lets exhausted family carers rest, planned or urgent, covered on our respite care page.

Respite deserves its own line of planning. Family carers often refuse breaks until they are worn down, and by then arranging cover feels impossible. Booking a regular block early, a set afternoon each week or an overnight respite shift, keeps the main carer going.

How do home palliative care teams work with your GP and state services?

Three groups share the work. The specialist palliative care team, community palliative nurses and palliative medicine doctors from the state health service, leads pain and symptom management, adjusts medications and handles escalation, usually with a 24-hour phone line. Your GP stays the ongoing prescriber and coordinator, and often makes the referral into the specialist service. The home care provider delivers the daily hours in between and acts as eyes in the home: a support worker who notices a change in swallowing, pain patterns or skin condition and reports it to the nurse before it becomes a crisis. Ask all three to work from a shared care plan with named contacts.

How to choose a palliative care provider from the list above

Carevo measures whether a provider accepts an enquiry, not when care starts or a practitioner contacts you. Confirm current capacity and a start date directly. How Carevo measures enquiry acceptance.

Questions to ask a palliative care provider

  1. How quickly can you scale up hours, including overnight? A good answer is a clear process, not โ€œwe will seeโ€.
  2. Do you have registered nurse capacity for high needs? Important for symptom and medication support.
  3. How do you coordinate with the palliative care team and GP? Look for a named point of contact and shared care plan.
  4. Can you provide the same small team? Continuity matters at this time.
  5. Which funding types do you bill? Confirm they work with your NDIS, Support at Home or CHSP funding.

Availability on Carevo

Carevo lists 34,600 registered providers across 8,918 suburbs, including community nursing and personal care providers who support people with life-limiting illness and can be matched to your funding type. Records are updated 2026-08-26. Provider rankings on this page follow the criteria explained above.

What is the End-of-Life Pathway under Support at Home?

If you are in aged care rather than the NDIS, end-of-life support has its own funded pathway. The Support at Home End-of-Life Pathway provides a short-term budget for people assessed as being in the final months of life who want to remain at home, released over 12 weeks and able to be drawn down over up to 16. It sits outside the ongoing classification budget, so it does not consume your quarterly funding. The amount is indexed, so check the current figure with My Aged Care rather than relying on a number quoted elsewhere.

It is accessed through an aged care assessment rather than requested from a provider, and it is designed to work alongside specialist palliative care from the health system rather than replace it. Clinical palliative care remains the health systemโ€™s responsibility; the pathway funds the personal care, respite and practical support that makes staying at home possible.

What palliative care at home actually costs

The honest answer has two halves, and separating them removes most of the fear about cost.

The specialist palliative care is free. Specialist palliative medical and nursing care is delivered through state and territory health services and is not charged to the patient. The 24-hour phone line, the palliative care nurse, the medical management of pain and symptoms: publicly funded.

The care hours around it are what you pay for. Personal care, domestic help, overnight support and respite are aged care or disability supports, and they are funded through whichever system the person is in.

Under Support at Home, clinical care including nursing carries no participant contribution, while personal care and everyday living supports do (Department of Health and Aged Care, 2025). Under the End-of-Life Pathway, a person assessed as being in the final months of life receives a short-term budget released over 12 weeks and able to be drawn down over up to 16, sitting outside their ongoing classification budget.

For NDIS participants, the plan continues to fund disability supports; the palliative medical care remains with the health system. Support worker hours bill at up to $73.58 a weekday daytime hour and $311.79 for an overnight sleepover (NDIS Pricing Schedule 2026-27).

Veterans access DVA Community Nursing, with DVA paying the contracted provider directly.

Where the money actually goes at end of life

Families consistently underestimate one thing: overnight and around-the-clock cover.

Daytime personal care is predictable and modest. What changes the cost is the last few weeks, when someone needs a presence overnight. A sleepover shift, where the worker sleeps and is available if needed, is charged at a flat nightly rate. Active overnight support, where the worker is awake and working, bills hourly at night rates and costs several times more.

Three things reduce the total without reducing the care. Ask the specialist palliative team what equipment they can supply directly, because hospital beds, pressure mattresses and syringe drivers often come free through the health service rather than needing to be funded. Use the End-of-Life Pathway if eligible, because it is additional funding rather than a reallocation. And arrange respite deliberately rather than in a crisis, since emergency cover is harder to get and more disruptive than a booked block.

Ask any provider for a written quote separating daytime hours, sleepover nights and active overnight support. A single hourly rate hides the number that matters.

How this page is compiled

The provider rankings and figures on this page come from Carevo platform records, including provider registrations, measured response times and coverage, together with the cited official sources. Carevo is an Australian platform that connects families with NDIS and aged care providers. Carevo does not deliver care itself.

Funding sources and checks

Check the current NDIA pricing arrangements and Support at Home program rules for the proposed service. Funding depends on the approved support and available budget; a Carevo listing is not approval. Confirm availability and a start date directly with the provider.

What palliative care costs

Funded via NDIS, Support at Home, CHSP or the health system

NDIS price limits are national. They do not vary by state or territory, but most items carry higher limits in remote (MMM6) and very remote (MMM7) areas.

Remote areas attract a 40 per cent loading and very remote areas 50 per cent on most priced supports. The plan management monthly fee is flat across all three. A provider may charge less than the limit. Plan-managed and self-managed participants can also use unregistered providers, who set their own rates.

Source: NDIS Pricing Schedule 2026-27 (effective 1 July 2026). Prices are what a provider may charge, not what you will pay: your funding, plan management type and service agreement decide that.

Australian Regulations & Compliance

NDIS providers may be registered with the NDIS Quality and Safeguards Commission, and registered providers comply with the NDIS Practice Standards. Registration is mandatory only for specified supports and circumstances, such as specialist disability accommodation, plan management, and supports involving regulated restrictive practices. Self-managed and plan-managed participants may generally choose registered or unregistered providers; NDIA-managed participants must use registered providers. Aged care services operate under the Aged Care Quality Standards enforced by the Aged Care Quality and Safety Commission. Providers are subject to regular audits and must maintain worker screening in accordance with state and territory requirements. Participants have the right to make complaints, change providers, and access independent advocacy at any time.

Frequently Asked Questions

Does the NDIS fund palliative care?
The NDIS funds the disability-related supports a participant with a life-limiting condition already has, from Core Supports and Capacity Building, not the palliative medical treatment itself, which stays with the state health system. Support worker hours bill at up to $73.58 a weekday daytime hour and $311.79 for an overnight sleepover (NDIS Pricing Schedule 2026-27).
Who pays for palliative care at home?
Specialist palliative medical care is funded through the state health system and is usually free. The supportive care at home is funded by Support at Home or CHSP for older Australians, by the NDIS for participants, by DVA for eligible veterans, or privately. Under Support at Home, clinical care such as nursing carries no participant contribution (Department of Health and Aged Care, 2025).
What does in-home palliative care include?
Gentle personal care, community and high-needs nursing coordinated with the palliative team, domestic help and meals, overnight and 24-hour support as needs increase, and planned or urgent respite so family carers can rest. The specialist palliative team leads pain and symptom management, usually with a 24-hour phone line.
How do home care providers work with the palliative care team?
Three groups share the work: the state specialist palliative care team leads symptoms and escalation, the GP stays the ongoing prescriber, and the home care provider delivers the daily hours and acts as eyes in the home, reporting changes in swallowing, pain or skin before they become a crisis. Ask all three to work from a shared care plan with named contacts.
How quickly do Palliative Care providers respond to enquiries?
Based on 25,785 accepted enquiries across all services on Carevo, the median acceptance time is 4 minutes. 69% of enquiries have details accepted by a provider within 1 hour, and 86% within 24 hours among accepted enquiries. Unclaimed enquiries are excluded; acceptance does not measure contact or care starting.
