How we rank providers
Rankings in Queensland are based on real outcomes between providers and families on our platform. They are recalculated daily and cannot be purchased or influenced by advertising.
- How this list is built. Providers shown here offer advocacy and related disability and aged care services. Generalist providers who only mention this service in passing are excluded, so the list reflects genuine, demonstrated capability.
- Outcomes with families. We measure what happens after a family contacts a provider. Providers where families report positive outcomes rank higher. Multiple signals are weighted across a rolling window.
- Service match. Providers are ranked by how closely their registered services and capabilities match what you are searching for.
- Registration and compliance. NDIS registered and government-approved aged care providers are weighted for meeting quality and safeguards standards.
- Local presence. Providers confirmed in Queensland rank above those covering only the broader region.
What "Trusted" means. The Trusted badge is awarded to providers with a consistent record of positive outcomes with families on our platform. It is based on multiple behavioural signals and family feedback, and it cannot be purchased.

What is aged care advocacy?
Aged care advocacy is independent support that helps an older person or their family understand their rights, resolve problems with a provider, and navigate the aged care system, including the My Aged Care assessment and complaints processes. The Older Persons Advocacy Network (OPAN) delivers this as a free, government-funded service under the National Aged Care Advocacy Program (Department of Health and Aged Care, 2025).
Advocacy is different from care itself. An advocate does not cook meals or run a home care package. They step in when something has gone wrong or a decision needs to be understood, and they help the older person speak for themselves rather than deciding on their behalf.
Who it is for and how it is funded
Advocacy support is for older Australians accessing or applying for services such as Support at Home, the Commonwealth Home Support Programme (CHSP), or residential aged care, and for families acting on their behalf. OPAN’s advocacy service is free and funded directly by the Department of Health and Aged Care (2025), separate from a person’s own Support at Home or CHSP budget. Families who want more hands-on help beyond free advocacy, such as provider negotiation or ongoing case management, can also engage a private fee-for-service navigator.
For an older person in Queensland, the free OPAN service is the same national program wherever they live, so the right to independent advocacy does not change with location. What can change is the availability of private navigators, since these are local businesses and coverage across Queensland varies.
Finding Aged Care Advocacy and Navigation in Queensland
If your issue is a dispute, a complaint, or understanding a decision, free OPAN advocacy is the first place to start, and it can be reached anywhere in Queensland. If instead you want someone to compare providers, sit in on meetings, or manage the day-to-day back and forth, a private navigator is the better fit. When choosing one, ask how they charge, whether they hold any provider relationships that could affect their advice, and whether they have worked with the program you are applying for.
Availability on Carevo
Carevo currently lists 28,038 vetted providers across 4,782 suburbs, including aged care navigators who work alongside free advocacy services. For coordinated care packages, see Support at Home.
How this page is compiled
The provider rankings and figures on this page come from Carevo platform records, including provider registrations, measured response times and coverage, together with the cited official sources.
