What is continence care and who provides it?

What does a continence nurse do?

A continence nurse is a registered nurse with post-graduate training in bladder and bowel management. The role starts with finding the cause: urinary tract infections, medication side effects, constipation, prostate conditions, pelvic floor weakness, and reduced mobility are all common and often treatable. From there the nurse builds a management plan covering toileting routines, product selection and fitting, fluid and diet adjustments, skin care, and referrals to a GP, physiotherapist, or specialist where indicated, then teaches family carers to run the plan day to day. Continence nursing sits within broader home nursing services; where it forms part of catheter care, bowel care, or other high-intensity supports, look at complex care providers instead.

Why have an assessment before buying products?

Buying pads off the supermarket shelf without an assessment is the most common and most expensive mistake in continence care. An assessment usually starts with a conversation about symptoms, fluid intake, medications and daily routine, since incontinence often has a treatable cause rather than being a fixed part of ageing or disability. The nurse then matches products to the person’s needs, shows carers how to use them, and reviews the plan as things change. What is the Continence Aids Payment Scheme (CAPS)?

CAPS is the national subsidy for continence products: a yearly, non-means-tested payment from the Australian Government toward pads, catheters and other aids, for people aged five and over with permanent and severe incontinence caused by an eligible condition (Department of Health and Aged Care, 2025). A GP, continence nurse or other registered health professional completes the application with you, and Services Australia pays the money directly, leaving you free to buy from any supplier. CAPS is an alternative annual payment for products, not a top-up to NDIS or Support at Home funding, so most people use one lane or the other for the same items.

How does the NDIS fund continence care and products?

For people under 65, NDIS participants fund the nursing assessment through Core Supports (Assistance with Daily Life), with related therapy sitting under Improved Daily Living; continence products sit in Core consumables (NDIS Pricing Schedule 2026-27). Consumables is the flexible part of the Core budget for everyday low-cost items, which for continence means pads, catheters, gloves and bed protection. How is continence care funded for older people?

Under Support at Home, which replaced Home Care Packages for new participants on 1 November 2025, clinical care such as continence nursing is fully government funded with no participant contribution, while products and hands-on support draw on the quarterly budget (Department of Health and Aged Care, 2025). The Commonwealth Home Support Programme continues to at least 1 July 2027 and can fund entry-level continence support for people not yet assessed. Veterans with a Gold or White Card can arrange continence nursing through DVA-funded home care.
