What counts as an assistance dog under Australian law?

An assistance dog is a dog trained to perform specific tasks that reduce a person’s disability, such as guiding someone who is blind, alerting to sounds, retrieving items, or interrupting anxiety responses. Under section 9 of the Disability Discrimination Act 1992 (Cth), a dog qualifies as a protected assistance animal if it is accredited under a state scheme, accredited by a prescribed training body, or trained to alleviate the disability and meets public hygiene and behaviour standards.

How to choose an assistance dog provider

Accreditation. Confirm whether the organisation is accredited under a state assistance dog scheme or a body prescribed under the Disability Discrimination Act 1992 (Cth), or ask how it documents training against the Act’s alternative standard for owner-trained dogs.

Which NDIS funding pays for an assistance dog and who qualifies?

Assistance dogs are usually funded under NDIS Assistive Technology, with handler training sessions sometimes funded separately under Capacity Building - Improved Daily Living (NDIS Pricing Schedule 2026-27). The NDIA funds a dog only when it assesses one as reasonable and necessary, meaning the dog performs specific, identifiable tasks tied to your disability, is trained by an accredited organisation or meets the Disability Discrimination Act 1992 (Cth) training and behaviour standard, and is the most effective and cost-efficient option compared with other supports. You also need to show you can care for the dog, or that you have support in place to do so.
