What is life skills development training?

Life skills development is capacity-building support that helps a person learn practical daily tasks (cooking, budgeting, using public transport, personal care) through structured coaching rather than someone doing the task for them. It sits in the NDIS Improved Daily Living Skills support category, registration group 0117, Development of Daily Living and Life Skills (NDIS Pricing Schedule 2026-27).

The distinction from everyday support matters. A support worker cooking your dinner is Core funding; a trainer teaching you to cook it yourself is Capacity Building. The first keeps the household running this week, the second changes what you can do next year, and the NDIS funds them from different budgets for that reason.

What does a life skills program cover?

Most programs build from the same core set. Cooking and meal planning: menus, shopping lists, safe knife and stove work, batch cooking. Budgeting and money handling: tracking spending, paying bills, spotting scams, saving toward a goal. Travel training: learning specific public transport routes with a trainer alongside, then shadowed, then solo. Household management: laundry, cleaning routines, and tenancy basics like reporting repairs. Programs also cover communication, cyber safety, and self-care routines where those link to a plan goal. How much does life skills training cost?

One-to-one training is capped at $73.58 an hour on a weekday in metro areas (NDIS Pricing Schedule 2026-27). Group sessions split the hourly rate between participants, so a group of three costs roughly a third as much per person for each hour. Where a trainer travels to coach you in your own home or neighbourhood, provider travel can be charged at an agreed rate plus a capped portion of the worker’s travel time, so a local provider is cheaper than a distant one at the same hourly rate. There is no separate program or enrolment fee: everything should be billed against plan line items you can see on your statement.

Which NDIS funding pays for life skills training?

Life skills training is funded through NDIS Capacity Building, most often the Improved Daily Living Skills category (shown as CB Daily Activity in the pricing arrangements), line item 15_037_0117_1_3, Skill Development and Training including Public Transport Training (NDIS Pricing Schedule 2026-27). Group programs or one-to-one coaching: which should I choose?

Choose one to one when the goal is specific to your life: your kitchen, your bus route, your budget. Skills learned in the real setting transfer straight away, and the trainer can fade support at your pace. Choose a group program when practice and confidence are the bottleneck, or when the skill is social by nature (cooking for others, splitting a bill, travelling with peers). Groups also cost less per hour. Many participants mix both: a block of individual travel training to learn the route, then a weekly group cooking program to keep the momentum. If the group program is really about getting out and joining in rather than learning a defined skill, community access support may be the better-fitting funding category.

What evidence should I take to a plan review?

Capacity Building funding is renewed on evidence of progress, so collect it from week one. Three things carry weight at a reassessment: a baseline (what you could do when training started), session notes showing progression (accompanied trips becoming shadowed trips becoming solo trips), and a provider progress report written against the goals in your plan. Ask the provider at intake how they document progress; a good one will show you a template. If sessions have run for months with no measurable change, that is a conversation to have with the provider before the NDIA has it with you.

What is Improved Daily Living Skills?

Improved Daily Living is the Capacity Building category that funds most skill-building in an NDIS plan, and “development of daily living and life skills” is the support item inside it that pays for this service.

The distinction from Core Supports is the point of it. Core pays a worker to do a task with you or for you. Improved Daily Living pays for training so that you eventually need less help with that task. The NDIA funds it where there is a realistic prospect of increased independence, which is why plans name a measurable skill rather than a general goal.

Funding is flexible within the Capacity Building category, so hours can move between disciplines as goals change without a plan variation (NDIS Quality and Safeguards Commission, 2025). What it cannot do is fund ongoing assistance indefinitely: once the skill plateaus, the support usually belongs back in Core.

What skills does it actually cover?

The support item is broad, and providers deliver quite different programmes under the same line. The common areas are:

Household and self-care. Cooking, shopping and budgeting, cleaning routines, laundry, medication routines, personal hygiene and grooming.

Community and travel. Public transport training route by route, road safety, using appointments and services independently.

A programme that cannot say which of these it is building, to what standard, is difficult to defend at a plan reassessment.

What does it cost and what evidence does a reassessment need?

For a reassessment the NDIA looks for evidence the capacity building worked: a baseline recorded at the start, a measurable goal against it, and a progress report saying what changed. “Attended sessions” is not evidence of skill gain. Agree the report hours up front, because report writing bills at the same rate as the session.
