What is an NDIS navigator?

A navigator is a role recommended by the independent NDIS Review in its final report of December 2023. The Review proposed a local navigation function to help people with disability, participants and their families understand, find and use mainstream and community services, foundational supports and NDIS services. The Review also proposed that for NDIS participants, a navigator would help find, use and pay for services from an individual budget, similar to what support coordinators do now, and that navigators be available to people who are not eligible for the NDIS as well (NDIS Review, 2023).

That is a recommendation, not current policy. The Government has asked the National Disability Insurance Agency to consider what a potential future navigator service could look like, and the NDIA is co-designing that with people with disability and the sector, alongside the Department of Health, Disability and Ageing and the NDIS Quality and Safeguards Commission (National Disability Insurance Agency, 2026).

What has actually been decided

As at its March 2026 co-design working group, the NDIA confirmed the potential future navigator service is still in the design phase, that no decisions have been made about timing, rollout or locations, and that the navigator service will not be in place by the rollout of New Framework Planning or the establishment of Thriving Kids. Existing roles and intermediary markets will continue to support participants through those transitions (National Disability Insurance Agency, 2026).

Two things follow. There is no navigator service, no pilot with published dates and no navigator you can be referred to in New South Wales today. And support coordination has not been cut: in December 2025 the NDIA confirmed there are currently no changes to how planners decide support coordination funding, and no decisions have been made by government on the future navigator model or on implementation and transition timelines (National Disability Insurance Agency, 2025). Anyone telling you support coordination ends on a specific date is guessing.

When do NDIS navigators start?

There is no date, and it is worth being precise about why. The navigator is one of the NDIS Review’s recommendations that governments accepted in principle but have not turned into a program. The NDIA’s March 2026 co-design working group stated three things: the service is still in design, no decisions have been made on timing, rollout or locations, and it will not be in place before New Framework Planning or Thriving Kids begin (National Disability Insurance Agency, 2026). Any specific start date circulating online is not from the NDIA.

How to choose a support coordinator today

The list above is ranked using the criteria explained in the methodology above it. Four checks matter when you compare providers doing this coordination work now.

Registration. Confirm the provider is registered against the NDIS Quality and Safeguards Commission register, not just listed on its own website.

Response time. Coordination needs often surface around a plan review or a sudden change in circumstances. Check a provider’s actual reply speed against the response-time table further down this page.

Pricing transparency. Support coordination is paid from a plan’s Capacity Building budget within the limits in the NDIS Pricing Schedule 2026-27. Ask for the hourly rate in writing before you commit.

Coverage. Support coordination is named in 410 of the 9,483 tracked inquiries on Carevo, but coordinators aren’t rostered everywhere, so confirm local coverage first.

Which funding pays for this, and who qualifies?

Today, the funded option is NDIS support coordination, paid from the Capacity Building budget in an NDIS plan. It is available to participants whose plan includes support coordination funding, generally following a planning meeting where the National Disability Insurance Agency assesses the need for coordination support.

For a future navigator service, the funding model is one of the open questions. No decision has been published on whether navigators would be funded inside individual plans, commissioned outside them, or delivered by NDIA staff, partners or contracted organisations (National Disability Insurance Agency, 2026). Do not plan around a particular answer.

People who are not NDIS participants will eventually have foundational supports available, but only the first phase, Thriving Kids for children aged 8 and under, has published start dates. Note that separately from the NDIA’s navigator work, states and territories are responsible for navigation that helps families access Thriving Kids supports in their own jurisdiction (National Agreement on Foundational Supports 2026-2031).

Availability

Support coordination providers doing this coordination work today are listed among Carevo’s 32,033 NDIS providers across 8,918 suburbs nationally, with records updated 2026-08-26. What to do about coordination while navigators are still being designed

The NDIA publishes the policy position. The practical question, for someone who needs help now, is what to hold on to in the meantime.

Keep the support coordination you have. Nothing has been switched off. If your plan funds support coordination, it continues until the arrangements change, and giving it up early in anticipation leaves you unsupported for an unknown period.

Ask for it at your next planning meeting if you do not have it. The criteria have not changed. A plan with several providers, a recent change in circumstances, or a history of things falling over is the case to make.

Understand what is proposed. Navigators are intended as a government-connected function helping participants understand and use their plan, replacing part of what support coordination does today. The scope, who employs them, and the transition timing are not settled.

Do not pay anyone to secure navigator access. There is no register, no waitlist and no enrolment. Anyone offering priority access is selling something that does not exist.

Support coordinator, recovery coach or navigator: what each is for

Three roles that overlap in description and differ in practice.

A support coordinator is funded from your plan, capped at $100.14 an hour for Level 2, and works inside the system on your behalf: connecting services, resolving provider problems, preparing for reassessment (NDIS Pricing Schedule 2026-27).

A navigator is proposed as a scheme-side function rather than a provider you choose and fund. That is the fundamental difference: you will not hold a budget for it.

Until the design is published, the honest position is that navigators change nothing you can act on today, and the useful step is making sure your current coordination is adequate.
