Who are specialist disability accommodation providers?

Specialist disability accommodation (SDA) providers are organisations registered with the NDIS Quality and Safeguards Commission that own and enrol purpose-built housing for NDIS participants with extreme functional impairment or very high support needs. The NDIS pays them directly for the dwelling under Capital Supports, at price limits set in the NDIS Pricing Arrangements for Specialist Disability Accommodation 2025-26. They are housing providers, not support workers: staff in an SDA home are funded separately.

How big is the SDA provider market?

SDA is a small, tightly regulated corner of the NDIS. Price limits were reset from 1 July 2023 after the NDIA’s SDA Pricing Review 2022-23 and now sit in the NDIS Pricing Arrangements for Specialist Disability Accommodation 2025-26. Carevo lists 28,004 NDIS providers across 4,782 suburbs, with SDA operators concentrated in Sydney, Melbourne and Brisbane.

Who is eligible for SDA funding under the NDIS?

NDIS participants with extreme functional impairment or very high support needs, as defined in the NDIS (Specialist Disability Accommodation) Rules 2020. Only a small minority of participants meet that bar, and it has to be evidenced.

The evidence is usually a functional capacity assessment plus an SDA-specific occupational therapy assessment showing your current housing cannot meet your disability-related needs. The NDIA decides at a plan reassessment and writes the design category, building type and location into your plan. An experienced specialist support coordinator helps build that evidence.

How does SDA funding work and who pays for it?

The NDIS pays SDA funding directly to the housing provider, not to you, and you pay a capped Reasonable Rent Contribution from your own income.

The amount depends on the design category (Improved Liveability, Fully Accessible, Robust or High Physical Support), building type and location. Your contribution is 25 per cent of the Disability Support Pension basic rate plus 100 per cent of any Commonwealth Rent Assistance you receive, set under the NDIS (Specialist Disability Accommodation) Rules 2020. It moves with DSP indexation, so the provider must state the current amount in your dwelling agreement; our SDA calculator guide has a worked example.

What is the difference between SDA and SIL?

SDA is the building; SIL (supported independent living) is the paid staff who work in it. SDA is paid to your housing provider under Capital Supports, while SIL is a Core Supports line that pays support workers for personal care, meals, medication and overnight assistance (NDIS Pricing Arrangements and Price Limits 2025-26).

They are contracted separately, and you can pick a different organisation for each. Many SDA buildings have an in-house SIL arm, but you are not obliged to use it. Our SDA vs SIL guide shows how the two budgets combine.

Do SDA providers need to be registered with the NDIS Commission?

Yes, without exception. There is no unregistered pathway: SDA providers must hold registration with the NDIS Quality and Safeguards Commission and every dwelling must be individually enrolled before the NDIA will pay, whichever way your plan is managed (NDIS Quality and Safeguards Commission, 2025).

Also ask whether a dwelling is a new build certified against the NDIA’s SDA Design Standard 2019, mandatory for new enrolments since 1 July 2021, or “legacy stock” enrolled before the standard. Legacy dwellings still attract SDA payments and can be a workable interim option, with fewer accessibility inclusions.

How to choose between these providers

The list above is ranked using the methodology explained at the top of this page. Four checks turn it into a shortlist:

Registration and enrolment. Confirm the provider on the NDIS Provider Register, then ask for the dwelling’s enrolment details: design category, building type, new build or legacy. If those do not match your plan, the NDIA will not pay.

Pricing transparency. A provider should put the current Reasonable Rent Contribution in writing before you sign, including what it covers. Vagueness about the RRC now predicts disputes later.

Response time. Vacancies move quickly and hospital discharges cannot wait. Across Carevo, 70 per cent of inquiries get a provider response within an hour.

Coverage and pipeline. Ask what else the provider has vacant or under construction near you. With 10,359 active providers on the platform, you can approach two or three at once instead of sitting on one waitlist.

  1. Which design category and building type is this dwelling enrolled for? A good answer names one of the four categories and matches the SDA line in your plan.
  2. Is the property a certified new build or legacy stock? A good answer is direct, with certification available on request.
  3. What is the current Reasonable Rent Contribution and what does it include? A good answer is a written figure with utilities itemised.
  4. What is your NDIS registration number? A good answer is a number you can match on the NDIS Provider Register.
  5. Do you deliver SIL here, and can I choose a different SIL provider? A good answer is yes to choice, in writing.
  6. Can I meet the current residents before signing? A good answer is a meet-and-greet before any paperwork.
  7. What are the notice periods if the placement does not work? A good answer points to specific clauses in the dwelling agreement, not verbal reassurance.
