Workers delivering NDIS supports in Tasmania need the NDIS worker screening through the Registration to Work with Vulnerable People scheme, administered by the Tasmanian Government. 97% of SDA housing providers listed in TAS are registered with the NDIS Quality and Safeguards Commission. Unregistered providers can still deliver many supports if your plan is plan managed or self managed.

NDIS price caps do not change by state: the NDIS Pricing Arrangements and Price Limits set the same maximum rates in Tasmania as everywhere else in Australia.

Who are specialist disability accommodation providers?

Specialist disability accommodation (SDA) providers are organisations registered with the NDIS Quality and Safeguards Commission that own and enrol purpose-built housing for NDIS participants with extreme functional impairment or very high support needs. The NDIS pays them directly for the dwelling under Capital Supports, at price limits set in the NDIS Pricing Arrangements for Specialist Disability Accommodation 2026-27. They are housing providers, not support workers: staff in an SDA home are funded separately.

SDA is a small, tightly regulated corner of the NDIS: price limits were reset from 1 July 2023 after the NDIAโ€™s SDA Pricing Review 2022-23. Carevo lists 32,033 NDIS providers across 8,918 suburbs, with SDA operators concentrated in Sydney, Melbourne and Brisbane.

Who is the largest SDA provider in Australia?

There is no official answer, because the NDIA does not rank providers. Its SDA quarterly data reports enrolled dwellings by state, building type and design category, not by owner. On that data there were 11,360 enrolled SDA dwellings at 31 March 2025, 21 per cent more than a year earlier, and 25,274 participants with SDA funding in their plans, a group that includes people already housed and people still searching (NDIS Specialist Disability Accommodation data, dataresearch.ndis.gov.au). Victoria has the most dwellings at 3,575, including the largest stock of High Physical Support and Robust homes; New South Wales and Queensland follow.

The question usually mixes up two kinds of organisation. SDA providers own and enrol the buildings, and the largest portfolios sit with specialist SDA housing companies and a handful of large not-for-profit disability organisations, each of which publishes its own dwelling count. SIL providers staff the homes and are a different, much larger group. A provider can be big in one and absent from the other.

For a participant the size of a providerโ€™s portfolio matters less than whether it has an enrolled dwelling in the right category, in the right suburb, vacant now. The tools that answer that are the NDIS SDA Finder and Housing Hub, which list enrolled dwellings and vacancies by provider, and the suburb pages on this site, which show which SDA providers report coverage in each area.

Who is eligible for SDA funding under the NDIS?

NDIS participants with extreme functional impairment or very high support needs, as defined in the NDIS (Specialist Disability Accommodation) Rules 2020. Only a small minority meet that bar, and it has to be evidenced: the NDIS designed SDA for roughly 6 per cent of participants (NDIS, 2025), so most people needing accessible housing are funded through home modifications or other supports instead.

The evidence is usually a functional capacity assessment plus an SDA-specific occupational therapy assessment showing your current housing cannot meet your disability-related needs. The NDIA decides at a plan reassessment and writes the design category, building type and location into your plan. An experienced specialist support coordinator helps build that evidence.

What are the four SDA design categories?

Every SDA dwelling is enrolled in one of four design categories, and your plan names the one you are funded for (NDIA SDA Design Standard 2019):

  • Improved Liveability. Better lighting, visual contrast and simple, logical layouts for people with sensory, intellectual or cognitive impairment.
  • Fully Accessible. Step-free access throughout, with bathrooms and kitchens usable from a wheelchair.
  • Robust. Reinforced walls, secure windows and fittings, and room to retreat, for people whose behaviour can put themselves or others at risk.
  • High Physical Support. Ceiling hoist provision, home automation, emergency backup power and wider doorways for powered wheelchairs.

The category sets the payment the provider receives and must match the SDA line in your plan.

How does SDA funding work and who pays for it?

The NDIS pays SDA funding directly to the housing provider, not to you, and you pay a capped Reasonable Rent Contribution from your own income.

The amount depends on the design category, building type and location. Your contribution is 25 per cent of the Disability Support Pension basic rate plus 100 per cent of any Commonwealth Rent Assistance you receive, set under the NDIS (Specialist Disability Accommodation) Rules 2020. It moves with DSP indexation, so the provider must state the current amount in your dwelling agreement; our SDA calculator has a worked example.

What is the difference between SDA and SIL?

SDA is the building, the bricks and mortar; SIL (supported independent living) is the paid staff who work in it. SDA is paid to your housing provider under Capital Supports, while SIL is a Core Supports line that pays support workers for personal care, meals, medication and overnight assistance (NDIS Pricing Schedule 2026-27).

They are contracted separately, and you can pick a different organisation for each. Many SDA buildings have an in-house SIL arm, but you are not obliged to use it. The NDIS accommodation options guide compares both funding routes and ordinary housing, while the SDA vs SIL guide has worked examples.

Do SDA providers need to be registered with the NDIS Commission?

Yes, without exception. There is no unregistered pathway: SDA providers must hold registration with the NDIS Quality and Safeguards Commission and every dwelling must be individually enrolled before the NDIA will pay, whichever way your plan is managed (NDIS Quality and Safeguards Commission, 2025).

Also ask whether a dwelling is a new build certified against the NDIAโ€™s SDA Design Standard 2019, mandatory for new enrolments since 1 July 2021, or โ€œlegacy stockโ€ enrolled before the standard. Legacy dwellings still attract SDA payments and can be a workable interim option, with fewer accessibility inclusions.

How to choose between these providers

The list above is ranked using the criteria explained in the methodology above it. Four checks turn it into a shortlist:

Registration and enrolment. Confirm the provider on the NDIS Provider Register, then ask for the dwellingโ€™s enrolment details: design category, building type, new build or legacy. If those do not match your plan, the NDIA will not pay.

Pricing transparency. A provider should put the current Reasonable Rent Contribution in writing before you sign, including what it covers. Vagueness about the RRC now predicts disputes later.

Carevo measures whether a provider accepts an enquiry, not when care starts or a practitioner contacts you. Confirm current capacity and a start date directly. How Carevo measures enquiry acceptance.

Coverage and pipeline. Ask what else the provider has vacant or under construction near you. With 10,359 active providers on the platform, you can approach two or three at once instead of sitting on one waitlist.

Questions to ask a provider before signing a service agreement

  1. Which design category and building type is this dwelling enrolled for? A good answer names one of the four categories and matches the SDA line in your plan.
  2. Is the property a certified new build or legacy stock? A good answer is direct, with certification available on request.
  3. What is the current Reasonable Rent Contribution and what does it include? A good answer is a written figure with utilities itemised.
  4. What is your NDIS registration number? A good answer is a number you can match on the NDIS Provider Register.
  5. Do you deliver SIL here, and can I choose a different SIL provider? A good answer is yes to choice, in writing.
  6. Can I meet the current residents before signing? A good answer is a meet-and-greet before any paperwork.
  7. What are the notice periods if the placement does not work? A good answer points to specific clauses in the dwelling agreement, not verbal reassurance.

Where providers are available

SDA vacancies change weekly, so rather than promising availability, Carevo checks current listings with registered SDA providers when you make contact. Supply is deepest in the eastern states: NSW has 10,277 NDIS providers listed and Victoria 8,923. See Sydney, Melbourne and Brisbane. Most participants pair SDA with supported independent living from a provider they choose separately.

What is Specialist Disability Accommodation?

SDA is the NDIS payment for the building, not the support delivered inside it. It funds housing that has been designed and enrolled to accessibility standards, and it is paid to the housing provider from a participantโ€™s Capital Supports budget.

It is deliberately narrow. The NDIS designed SDA for roughly 6 per cent of participants, those with extreme functional impairment or very high support needs under the NDIS (Specialist Disability Accommodation) Rules 2020. Most people who need an accessible home are funded through home modifications to their existing home instead, which is a different budget and a much lower bar.

Two facts do most of the explaining. SDA and SIL are contracted separately, so you can change your support provider without moving house, and change house without changing support provider. And a dwelling must be individually enrolled in the design category your plan names before the NDIA will pay for it, so a house being โ€œaccessibleโ€ is not the same as it being SDA.

The four SDA design categories

Every enrolled dwelling sits in one of four categories defined in the NDIA SDA Design Standard 2019, and your plan is funded for a specific one.

Improved Liveability. Improved physical access and better lines of sight, suited to people with sensory, intellectual or cognitive impairment.

Fully Accessible. Full wheelchair access throughout, including bathroom and kitchen, for people with significant physical impairment.

Robust. Resilient construction with reduced maintenance and safe egress, designed for people whose behaviours of concern risk damage or injury.

High Physical Support. The highest specification: structural ceiling hoist provision, backup power, emergency communication and space for assistive technology, for people with very high physical support needs.

The category sets the payment the provider receives, which is why a dwelling cannot simply be reclassified to match a participant. Your functional capacity assessment evidence needs to support the category you are funded for.

How this page is compiled

The provider rankings and figures on this page come from Carevo platform records, including provider registrations, measured response times and coverage, together with the cited official sources. Carevo is an Australian platform that connects families with NDIS and aged care providers. Carevo does not deliver care itself.

Funding sources and checks

Check the current NDIA pricing arrangements and Support at Home program rules for the proposed service. Funding depends on the approved support and available budget; a Carevo listing is not approval. Confirm availability and a start date directly with the provider.

How we rank providers

Rankings in Tasmania use directory relevance and observable activity on Carevo: service match, distance, register-sourced status fields, whether an enquiry can reach the provider, and recent response and connection activity. Rankings are recalculated daily. They do not assess care quality or recommend a provider.

  • How this list is built. Providers shown here are registered with the NDIS for Specialist Disability Accommodation, or offer sda and support work.
  • Activity on Carevo. We measure recent actions such as connecting on an enquiry, opening its contact details, responding, and an inquirer reporting whether a connection helped. These are platform activity signals, not an assessment of the support delivered.
  • Service match. Providers are ranked by how closely their registered services and capabilities match what you are searching for.
  • Register-sourced status. NDIS registration fields come from the NDIS Commission provider register. Aged care approval fields come from the My Aged Care register. These statuses are ranking inputs, not Carevo endorsements, and you should confirm the current register entry before choosing a provider.
  • Carevo enquiries. Providers who have paused requests from us are moved down among providers with the same relevance. They stay visible and are marked as not receiving Carevo enquiries.
  • Recent activity. Providers active on Carevo recently (a connection, a login, or a profile update) get a small boost, the same signal shown as "Active this week" on their card. It is deliberately small: stronger relevance and condition evidence outweigh a recent login.
  • Local presence. Providers confirmed in Tasmania rank above those covering only the broader region.

What the enquiries status means

It answers one question: would a request sent through Carevo today actually reach them? It is not a rating, it is not about the provider's books, and it is not a statement about their capacity, their waiting list, or the quality of their care.

Receiving
At least one contact on their account is set up to receive new requests from us, and someone has signed in recently enough for us to say a person is there.
Not receiving
Every contact on the account has unsubscribed or paused, so we have no way to pass an enquiry on.
No status shown
We cannot tell either way, so we say nothing rather than label the provider. The account is set to receive enquiries, but nobody has signed in recently, or there are no contact details on file. It is not a negative mark, and most listings sit here.

A provider who is not receiving our enquiries may well be taking new clients directly. Providers set this themselves and can turn it back on at any time from their Carevo account or from any email we send them. Providers not receiving our enquiries are moved down the list and never hidden. It is refreshed daily, so a provider who resumes, or signs in, reappears within a day.

What the Carevo activity rating means

The Strong activity rating describes how a provider behaves on Carevo, not the care they deliver.

Where it starts
Every provider starts at a baseline of 50.
What moves it
Enquiries from the last 90 days. The strongest positive is a care seeker naming that provider as the one who helped them. The clearest negative is connecting on an enquiry and never opening the contact details.
How it is kept honest
Recalculated daily from scratch, shown only above the baseline and only with at least two scored signals, and removed automatically when either stops being true. It cannot be purchased.

It is not an endorsement, a recommendation, or an assessment of care quality, and we do not screen providers for complaints. Complaints are handled by the NDIS Commission and the Aged Care Quality and Safety Commission. See the full activity rating methodology.

Frequently Asked Questions

How many SDA housing providers are there in Tasmania?

There are 71 SDA housing providers with active listings in Tasmania (TAS) on Carevo. Providers are ordered using service match, location, register-sourced status and observable activity on Carevo. No provider can pay for a higher position, a badge or an activity rating.

How much does SDA housing cost in Tasmania?

SDA Housing in Tasmania has this published pricing context: Varies by design category and location (NDIS funded). Actual rates vary by provider and the level of support required.

How quickly can I start with a provider in Tasmania?

Ask the provider to confirm an appointment and start date. Carevo measures acceptance of enquiry details, not first contact or care starting. Historical platform activity does not establish current capacity.

Does Carevo cover regional Tasmania or just the capital?

Both. Carevo lists providers across all of Tasmania, including regional and rural areas. Many providers service wide regions, and some supports (like plan management) are delivered Australia-wide by phone and online portal.

Which areas of Tasmania have the most SDA housing providers?

By local government area, coverage on Carevo is deepest in Launceston (19 providers), Hobart (18 providers), Glenorchy (14 providers). Regional TAS is covered too: many providers service wide areas beyond their base suburb.

Do I have to use an NDIS registered provider for SDA housing in TAS?

It depends on how your plan is managed. Agency-managed (NDIA-managed) funding can only be spent with registered providers, while plan-managed and self-managed participants can also use unregistered providers. 97% of SDA housing providers listed in TAS on Carevo are NDIS registered.
