What Is the Thriving Kids Program?

Thriving Kids is a new Commonwealth and state-funded pathway announced by the Australian Government in August 2025, backed by $4 billion over five years from Commonwealth and state/territory governments combined, for children aged 8 and under with autism or developmental delay who have low to moderate support needs. It sits alongside the NDIS rather than replacing it, funding allied health such as speech pathology, occupational therapy, physiotherapy, psychology and audiology for children whose needs fall below the NDIS access threshold (Department of Health and Aged Care, 2025).

Who It Is For and How It Is Funded

Thriving Kids is for children aged 8 and under with autism, developmental delay or related neurodevelopmental differences whose support needs are low to moderate; a formal diagnosis is not required. Children with significant and permanent disability continue to access the NDIS Early Childhood Approach unchanged. State-commissioned Thriving Kids services begin rolling out in NSW from October 2026, with national scale expected by January 2028, when NDIS access settings for this cohort formally change (Department of Health and Aged Care, 2025). Until commissioned services reach a suburb, families can access the same allied health disciplines through the NDIS Early Childhood Approach or Medicare’s GP Chronic Condition Management Plan.
