What is veteran home care?

Veteran home care is support delivered at home and funded by the Department of Veterans’ Affairs, separate from the NDIS and the aged care system. It runs through two DVA programs. Veterans’ Home Care (VHC) covers domestic assistance, personal care, respite, and safety-related home and garden maintenance. DVA Community Nursing covers clinical and personal care nursing at home for veterans with more complex health needs. Together they keep eligible veterans in Northern Territory living safely at home, with the cost carried by DVA rather than a Home Care Package or Support at Home budget.

Who it is for and how it is funded

Veteran home care is for holders of a DVA Gold Card, which covers treatment for all health conditions, or a White Card, which covers DVA-accepted conditions and certain mental health and cancer treatment. Eligibility and hours for Veterans’ Home Care are worked out by a VHC Assessment Agency, not through My Aged Care or an aged care assessment, and you can start the process by calling 1300 550 450 (Department of Veterans’ Affairs, 2025). DVA Community Nursing is arranged on referral from your GP or a hospital.

Importantly, DVA home care continues unchanged by the 1 November 2025 move from Home Care Packages to Support at Home, because DVA funding sits outside the aged care system (Department of Veterans’ Affairs, 2025). A veteran can also be assessed separately for Support at Home or the Commonwealth Home Support Programme if they need more than DVA funds, so it is worth checking both.
