What is veteran home care?
Veteran home care is support delivered at home and funded by the Department of Veterans’ Affairs, separate from the NDIS and the aged care system. It runs through two DVA programs. Veterans’ Home Care (VHC) covers domestic assistance, personal care, respite, and safety-related home and garden maintenance. DVA Community Nursing covers clinical and personal care nursing at home for veterans with more complex health needs. Together they keep eligible veterans in Queensland living safely at home, with the cost carried by DVA rather than a Home Care Package or Support at Home budget. The DVA-funded home care page covers the funding rules in detail.
How to choose a provider from the list above
The list above is ranked using the criteria explained in the methodology above it. Four checks matter specifically when you compare veteran home care providers.
DVA contracting. VHC is delivered under regional contracts and community nursing has its own approved-provider arrangements, so a provider that does excellent aged care work may still be unable to bill DVA. Confirm the contract first.
Carevo measures whether a provider accepts an enquiry, not when care starts or a practitioner contacts you. Confirm current capacity and a start date directly. How Carevo measures enquiry acceptance.
Clinical staffing. For nursing referrals, ask whether care is delivered by a Registered or Enrolled Nurse with current AHPRA registration, and who supervises the roster (AHPRA, 2026).
Coordination. If you also hold Support at Home or CHSP funding, pick a provider that can manage both alongside DVA without overlapping services.
What is the Veterans’ Home Care (VHC) program?
Veterans’ Home Care is DVA’s low-level home support program. It funds a modest number of hours of domestic assistance, personal care, respite care and safety-related home and garden maintenance: enough to keep an independent veteran safe at home, not a substitute for high-level care. Eligibility and hours are worked out by a VHC Assessment Agency over the phone, not through My Aged Care or an aged care assessment, and you can start the process by calling 1300 550 450 (Department of Veterans’ Affairs, 2025). Most VHC services carry a small co-payment set by DVA, with the provider billing DVA for the balance. If the assessment shows your needs go beyond low-level support, the assessor can point you towards DVA Community Nursing or an aged care assessment instead.
Who is eligible for Veterans’ Home Care, and how do you apply?
Eligibility has two parts: a DVA Gold Card or White Card, and an assessed need for low-level help to stay at home. There is no age test and no My Aged Care registration. The whole process runs through the Veterans’ Home Care Assessment Agency on 1300 550 450 (Department of Veterans’ Affairs). The assessor asks about what you can and cannot manage at home, approves a set number of hours, and refers you to a DVA-contracted provider covering your area, who then contacts you to start. Reassessment happens when your needs change or when the approval period ends, and the same phone line handles both.
The hours are deliberately modest, because VHC is designed to keep an independent veteran safe rather than replace higher-level care. Under the DVA Veterans’ Home Care guidelines, domestic assistance is generally up to 1.5 hours a week; personal care is generally up to 1.5 hours a week, with more available on assessment; in-home respite is up to 196 hours a year; and safety-related home and garden maintenance is up to 15 hours a year. All of these are subject to assessed need, and the assessor can refer you on to DVA Community Nursing or an aged care assessment where the need is higher.
What does DVA Community Nursing cover?
DVA Community Nursing is the clinical arm of veteran home care. It covers wound care, medication management, continence care, post-hospital monitoring, palliative support, and personal care delivered as part of a nursing service, at home through a DVA-contracted provider. It is arranged on referral from your GP, hospital discharge planner or treating health professional rather than through the VHC line, and DVA pays the contracted nursing provider directly (Department of Veterans’ Affairs, 2025). Hours and clinical scope are set by the nursing provider’s assessment and reviewed as needs change. Compare home nursing providers on Carevo and confirm DVA contracting before you commit; lower-intensity options sit on our community nursing care page.
What is the difference between Gold Card and White Card home care?
A Gold Card covers treatment and care for all health conditions, whatever their cause. A White Card covers only conditions DVA has accepted as service-related, plus certain mental health and cancer treatment. For home care the practical difference is this: a Gold Card holder can be assessed for VHC and referred for community nursing without linking the need to a particular condition, while a White Card holder can access VHC but qualifies for community nursing only where the clinical need relates to an accepted condition (Department of Veterans’ Affairs, 2025). If you are not sure what your card covers, check with DVA before the assessment call.
Can I get DVA home care and Support at Home at the same time?
Yes. DVA home care continues unchanged by the 1 November 2025 move from Home Care Packages to Support at Home, because DVA funding sits outside the aged care system (Department of Veterans’ Affairs, 2025). A veteran can hold both at the same time, and many do. The rule is that the two schemes cannot pay for the same service: if DVA already funds your domestic assistance through VHC, a Support at Home budget cannot fund domestic assistance as well (Department of Health and Aged Care, 2025). Used together, DVA carries the veteran-specific supports while Support at Home covers what DVA hours do not, so it is worth being assessed for both.
What does veteran home care include?
- Domestic assistance: help with cleaning, laundry and everyday household tasks, covered on our domestic assistance page.
- Personal care: assistance with showering, dressing and grooming.
- Respite care: planned or emergency breaks for a family carer, see our respite care page.
- Safety-related home and garden maintenance: work that keeps the home safe, such as clearing gutters or trip hazards.
- Community nursing: wound care, medication support, continence support and clinical monitoring for Gold Card holders and White Card holders with an accepted condition.
Questions to ask a veteran home care provider
- Do you deliver DVA Veterans’ Home Care and Community Nursing? Confirm they bill DVA directly, not just aged care funding.
- How soon can you start after my VHC assessment? A good answer is a clear, short timeframe.
- Can you provide the same small team? Continuity matters, especially with personal care and nursing.
- Do you offer respite so my carer gets a break? Check both in-home and overnight options.
- Can you coordinate DVA with any Support at Home funding I have? Useful if DVA hours do not cover everything.
Availability on Carevo
Carevo lists 34,600 registered providers across 8,918 suburbs, with records updated 2026-08-26, including personal care and nursing providers who work with DVA-funded veterans. Nursing is named in 324 of the 9,483 tracked inquiries on the platform, so confirm capacity early. For the full funding picture, start at DVA-funded home care. Provider rankings on this page follow the criteria explained above.
What DVA does not cover, and where people get caught
DVA home care is generous within its scope and narrow outside it, and the gaps are predictable.
VHC is low-level by design. Domestic assistance is generally capped at 1.5 hours a week and safety-related garden maintenance at 15 hours a year (Department of Veterans’ Affairs). A veteran who needs daily personal care is beyond what VHC was built for, and the assessor should be referring them to DVA Community Nursing or an aged care assessment rather than stretching VHC hours.
White Card scope is condition-linked. A White Card covers only conditions DVA has accepted as service-related, plus certain mental health and cancer treatment. Community nursing is available only where the clinical need relates to an accepted condition, which is the single most common eligibility surprise.
Home modifications are separate. Rails, ramps and bathroom changes come through the Rehabilitation Appliances Program on a treating health professional’s recommendation, not through VHC.
Two schemes cannot fund the same service. If VHC funds your domestic assistance, a Support at Home budget cannot fund domestic assistance as well (Department of Health and Aged Care, 2025). They can fund different services concurrently, and often should.
How to sequence DVA with aged care
For most veterans the efficient order is DVA first, aged care second.
Call the Veterans’ Home Care Assessment Agency on 1300 550 450 and get assessed. The assessment is over the phone, needs no GP referral, and produces an approved number of hours quickly. Because DVA sits outside the aged care system, holding VHC does not affect your eligibility for anything else.
Then register with My Aged Care separately and get assessed through the Single Assessment System. Where the aged care assessment identifies needs VHC does not cover, a Support at Home budget picks those up. Used together, DVA carries the veteran-specific supports and Support at Home covers the rest.
Doing it the other way round works too, but veterans routinely wait months in the aged care queue for hours DVA would have approved in a fortnight. If you hold a Gold or White Card, make the DVA call first.
How this page is compiled
The provider rankings and figures on this page come from Carevo platform records, including provider registrations, measured response times and coverage, together with the cited official sources. Carevo is an Australian platform that connects families with NDIS and aged care providers. Carevo does not deliver care itself.
Funding sources and checks
Check the current NDIA pricing arrangements and Support at Home program rules for the proposed service. Funding depends on the approved support and available budget; a Carevo listing is not approval. Confirm availability and a start date directly with the provider.
How we rank providers
Rankings in Queensland use directory relevance and observable activity on Carevo: service match, distance, register-sourced status fields, whether an enquiry can reach the provider, and recent response and connection activity. Rankings are recalculated daily. They do not assess care quality or recommend a provider.
- How this list is built. Providers shown here offer personal care, nursing, support work, and social and community support.
- Activity on Carevo. We measure recent actions such as connecting on an enquiry, opening its contact details, responding, and an inquirer reporting whether a connection helped. These are platform activity signals, not an assessment of the support delivered.
- Service match. Providers are ranked by how closely their registered services and capabilities match what you are searching for.
- Register-sourced status. NDIS registration fields come from the NDIS Commission provider register. Aged care approval fields come from the My Aged Care register. These statuses are ranking inputs, not Carevo endorsements, and you should confirm the current register entry before choosing a provider.
- Carevo enquiries. Providers who have paused requests from us are moved down among providers with the same relevance. They stay visible and are marked as not receiving Carevo enquiries.
- Recent activity. Providers active on Carevo recently (a connection, a login, or a profile update) get a small boost, the same signal shown as "Active this week" on their card. It is deliberately small: stronger relevance and condition evidence outweigh a recent login.
- Local presence. Providers confirmed in Queensland rank above those covering only the broader region.
What the enquiries status means
It answers one question: would a request sent through Carevo today actually reach them? It is not a rating, it is not about the provider's books, and it is not a statement about their capacity, their waiting list, or the quality of their care.
- Receiving
- At least one contact on their account is set up to receive new requests from us, and someone has signed in recently enough for us to say a person is there.
- Not receiving
- Every contact on the account has unsubscribed or paused, so we have no way to pass an enquiry on.
- No status shown
- We cannot tell either way, so we say nothing rather than label the provider. The account is set to receive enquiries, but nobody has signed in recently, or there are no contact details on file. It is not a negative mark, and most listings sit here.
A provider who is not receiving our enquiries may well be taking new clients directly. Providers set this themselves and can turn it back on at any time from their Carevo account or from any email we send them. Providers not receiving our enquiries are moved down the list and never hidden. It is refreshed daily, so a provider who resumes, or signs in, reappears within a day.
What the Carevo activity rating means
The Strong activity rating describes how a provider behaves on Carevo, not the care they deliver.
- Where it starts
- Every provider starts at a baseline of 50.
- What moves it
- Enquiries from the last 90 days. The strongest positive is a care seeker naming that provider as the one who helped them. The clearest negative is connecting on an enquiry and never opening the contact details.
- How it is kept honest
- Recalculated daily from scratch, shown only above the baseline and only with at least two scored signals, and removed automatically when either stops being true. It cannot be purchased.
It is not an endorsement, a recommendation, or an assessment of care quality, and we do not screen providers for complaints. Complaints are handled by the NDIS Commission and the Aged Care Quality and Safety Commission. See the full activity rating methodology.
