What is community access support?

Community access support is a support worker helping you take part in activities outside the home: social outings, community groups, appointments, shopping, and recreation, not just a lift from A to B. It sits within NDIS Core Supports as Assistance with Social and Community Participation, or within aged care as a social support service (NDIS Pricing Schedule 2026-27). The worker’s job is participation: getting there, joining in, handling the parts that are hard, and stepping back wherever you can do it yourself.

How do I choose a community access support provider?

The list above is ranked using the criteria explained in the methodology above it. For community access specifically, four checks matter most.

Registration. Confirm the provider’s NDIS Quality and Safeguards Commission registration covers Assistance with Social and Community Participation, and check for Support at Home registration if you need aged care social support instead.

Response time. Outings and weekly slots need a worker locked in ahead of time, so check the provider against the response-time benchmarks further down this page before you commit.

Pricing transparency. Ask whether quoted rates cover 1:1 or group support, since group community access is usually priced lower per person than one-to-one outings.

Core or capacity building: which community participation budget applies?

The NDIS funds community participation from two places, and the difference matters when you spend. Assistance with Social and Community Participation sits in the Core budget and pays for a support worker’s time while you take part: the ongoing, week-to-week help to get out and join in. Increased Social and Community Participation is a Capacity Building budget for supports designed to build skills so you need less help over time, such as a mentor, or a class, camp, or tuition with a defined skill outcome tied to a plan goal (NDIS Quality and Safeguards Commission, 2025).

Core funding is flexible across core supports; Capacity Building can only be spent within its own category. Many participants use both at once: Capacity Building pays for the programme, Core pays for the worker who goes with you. If you are unsure which budget a support should come from, ask your planner or support coordinator before committing to a term of fees.

What activities count as community access?

Anything connected to a plan goal that happens in the community: visiting family and friends, clubs and community groups, sport and exercise such as swimming or a gym class, classes and courses, libraries, markets and events, religious services, volunteering, and shopping trips. Appointments count when you need support during the appointment, not just the drive there.

Two boundaries are worth knowing. The funded part is the worker’s time and agreed travel, not the activity itself: tickets, class fees, meals, and memberships are ordinarily your own cost. And the activity should link back to a goal in your plan, which is what a planner looks for at review time.

What does group vs 1:1 community access cost?

Under the NDIS, the weekday daytime cap for one-to-one support is $73.58 an hour, with higher caps for evenings and weekends (NDIS Pricing Schedule 2026-27). In a group, the worker’s time is shared across participants, so the hourly cost per person falls as the ratio rises; ask for the ratio and the per-person rate in writing before you agree to a group programme. Providers can also claim vehicle travel at an agreed rate plus limited worker travel time, so a provider staffed near Queensland usually costs less door-to-door than one driving in from across town. If what you mostly need is the drive rather than support during the activity, transport services are priced differently and may use less of your budget.

How do I show community access is working at plan review?

Keep simple records from the start. Useful evidence includes attendance patterns, shift notes that name the plan goal each outing worked toward, examples of things now done with less prompting, and any change in how often you get out compared with the start of the plan. Ask providers how they report against goals before you sign a service agreement; good ones write goal-linked shift notes as routine. For Increased Social and Community Participation supports, demonstrated skill gain is the point of the funding, so a short progress summary from the programme provider carries real weight at reassessment.

What is diversional therapy, and is it the same thing?

Diversional therapy is closely related but not identical. It is the structured use of leisure and recreation to support wellbeing, usually led by a qualified diversional therapist, and it is most established in aged care settings and dementia support. Community access is broader and more often about getting out into the community with a support worker.

In practice the two overlap heavily. A diversional therapist plans activities around what a person has always enjoyed, music, gardening, art, cooking, reminiscence work, and the aim is engagement rather than the outing itself. For someone living with dementia this can be the more appropriate framing, because a familiar activity in a calm setting is often better than a busy outing. If you are looking for that specifically, ask providers whether they employ diversional therapists or recreational activity officers, and whether sessions run individually or in a group.

Funding follows the same rules as the rest of this page: under an NDIS plan it draws from the same community participation budget, and under aged care it sits with social support.

Which funding pays for community access support?

Community access is funded from two different places depending on who you are. NDIS participants, who must be under 65 at entry, use the Core Supports budget, under Assistance with Social and Community Participation, added to a plan once a planner confirms the goal relates to community, social, or recreational participation (NDIS Pricing Schedule 2026-27). Older Australians access social support instead, funded under the Independence category of Support at Home, which replaced Home Care Packages on 1 November 2025, following an assessment through the Single Assessment System (Department of Health and Aged Care, 2025). You cannot request either directly. Both follow an assessment first, then a support worker or group program is arranged around the approved budget. Veterans with a DVA Gold or White Card can also compare options through DVA-funded home care.

Where community access support is available

Ratios, and why group community access costs less

Community access is priced by staff-to-participant ratio, and the ratio is the biggest lever on how far a Core budget stretches.

One-to-one support is billed at the full hourly rate, capped at $73.58 on a weekday daytime (NDIS Pricing Schedule 2026-27). Group supports divide the worker’s cost across participants, so a 1:3 group costs each participant roughly a third of the hourly rate, and larger groups less again.

The trade-off is not just money. A group gives peer contact, which is often the actual goal, but it fixes the activity and the timing. One-to-one goes where the participant wants and suits people whose support needs or behaviour make a group unworkable.

Most plans that work well use both: a regular group programme for social contact and routine, and one-to-one hours for appointments, shopping and anything individual. Ask a provider to quote both ratios, and ask what the group size actually is on the day rather than the funded ratio.

Making community access defensible at a plan review

Community access is one of the supports most often cut at reassessment, because “went bowling” reads as recreation rather than capacity building.

The fix is to write the goal as a capability and evidence it. “Travels independently to the shopping centre by bus” is a measurable goal, but does not itself establish funding eligibility. The specific support must meet the funding criteria and plan conditions. Where the funding sits in Capacity Building rather than Core, the NDIA is explicitly buying increased independence and will look for evidence it happened.

Ask the provider for progress notes that record what changed, not what occurred: prompts needed this month versus three months ago, distance travelled with and without support, whether the participant now initiates. Take that record into the reassessment.

Where the honest answer is that support needs are stable rather than building, that is a Core Supports conversation rather than Capacity Building, and framing it correctly protects the funding rather than risking it.
