Where can I find a full list of home care package providers in Australia?

The complete official list is the Find a provider tool on My Aged Care (2026), which covers every home care provider registered with the Aged Care Quality and Safety Commission. Because Support at Home replaced Home Care Packages for new participants on 1 November 2025, search for Support at Home providers. The ranked list above narrows that register to providers with measured response times and current coverage on the Carevo platform.

Who are the biggest aged care providers in Australia?

Size is measured in operational residential places, and on that measure the market is led by a small group of national operators. The top 25 residential providers held 44.7 per cent of all operational places in FY24 (KPMG, Aged Care Sector Analysis). The ten largest, by operational places, are:

In home care the largest operator is Australian Unity, which holds 7.3 per cent of government home care funding, ahead of Trilogy Care (KPMG, 2026). Australian Unity became the largest Home Care Package provider after acquiring the myHomecare Group in March 2024; other large home care operators include Silverchain Group, which absorbed KinCare in 2024, BaptistCare, Bolton Clarke and Uniting.

A large provider is not automatically a better one. The figures above measure scale. For quality, use the Aged Care Quality and Safety Commission register and the government’s published star ratings, and for home care compare the fee schedule, which is where the money difference between providers actually sits.

How many aged care providers are there in Australia?

At 30 June 2025 there were 707 providers delivering residential care through 2,590 services, 923 providers delivering home care through 2,363 services, and 1,338 providers delivering Commonwealth Home Support Programme services through 3,638 outlets, with 224,493 operational residential and flexible care places (GEN Aged Care Data, Australian Institute of Health and Welfare). KPMG counts the market slightly differently and reports 636 residential providers and 873 home care providers for FY25, with no new residential providers entering the market that year. The number of residential providers has been falling through mergers and acquisitions while home care provider numbers grow; KPMG also reported 96,709 people waiting for a package at their approved level in FY25, up 41 per cent.

The provider market in 2026

Support at Home commenced on 1 November 2025 and funds home care for new participants across eight classifications, with annual budgets from $11,031.56 to $80,294, indexed each 1 July (Department of Health and Aged Care, 2026). Government price caps were deferred in May 2026, so prices vary and comparison decides how many care hours a budget buys. How to narrow the ranked list above

The top-ranked providers on this page were ordered using the methodology explained above: registration status, measured response speed, coverage, and pricing signals.

Check registration first. The Aged Care Quality and Safety Commission’s public register shows each provider’s registration category and any regulatory decisions against them.

Then test pricing transparency. Because price caps were deferred, hourly prices still differ between registered providers, and a lower unit price buys more hours from the same budget. A provider that will not hand over a complete price list before you sign is telling you something.

What replaced the Home Care Packages Program in November 2025?

Support at Home replaced the Home Care Packages Program for new participants on 1 November 2025 (Department of Health and Aged Care, 2025). New clients are assessed through the Single Assessment System and assigned one of eight funding classifications instead of the old four package levels.

Budgets are released quarterly. The Commonwealth Home Support Programme continues separately and will not move into Support at Home before 1 July 2027. People already on a package transitioned automatically, and the government has stated no one will be worse off.

What happened to Home Care Package levels 1 to 4?

Levels 1 to 4 now exist only as transitioned classifications for people who were receiving, or approved for, a package on or before 31 October 2025, and their funding carried across to Support at Home unchanged.

As at 1 November 2025 the transitioned amounts are $11,294.22 a year for Level 1, $19,860.56 for Level 2, $43,233.21 for Level 3, and $65,543.98 for Level 4, indexed each 1 July (My Aged Care, 2025). New clients cannot receive these levels. Transitioned clients also keep the former lifetime contribution cap of $88,934.57 rather than the higher new-entrant cap.

What fees do home care package providers charge for care and package management?

Providers cannot charge a separate package management or administration fee under Support at Home. Overheads must be built into the single unit price of each service, and care management is capped at 10 percent of your budget (Department of Health and Aged Care, 2025).

Entry and exit fees are banned, and the Aged Care Quality and Safety Commission can order refunds where a provider has overcharged. The service price itself is not yet fixed: caps were due to start on 1 July 2026 but were deferred in May 2026, so two registered providers can charge different hourly rates for the same support. What services are included in a home care package?

A home care budget pays for personal care, nursing care, domestic assistance, transport to appointments, light gardening, allied health, and respite care. It can also fund minor home modifications, mobility equipment, and continence aids when they are part of your care plan.

Under Support at Home, clinical care such as nursing and allied health is fully government funded outside your budget (Department of Health and Aged Care, 2025), so more of your funding goes to personal and domestic support. Your care manager helps you decide how it is spent.

Questions to ask a provider before signing a service agreement

1. What is your registration category with the Aged Care Quality and Safety Commission? A good answer names the category outright; verify it on the Commission’s public provider register.
2. Can I have your complete price list in writing? A full list of unit prices with overheads included, not headline rates.
3. How much of my budget will go to care management each quarter? A dollar figure at or under the 10 percent cap.
4. Who employs the workers who will come to my home? Directly employed, police-checked staff with a named supervisor beats a roster of subcontractors.
5. Have you been subject to any Commission decisions or sanctions? A straight answer you can match against the Commission’s published regulatory decisions.
6. What notice period applies if I leave? A short notice period and written confirmation that there are no exit fees.

Can I self-manage my Support at Home budget?

Yes, but you cannot hold the money yourself. Support at Home budgets and transitioned Home Care Packages must sit with a provider registered with the Aged Care Quality and Safety Commission (Department of Health and Aged Care, 2025). Self-managing means you do the coordination while the provider holds the budget, and because care management is capped at 10 percent of your budget, the coordination money you do not spend on a fully managed arrangement buys support hours instead. What does care management cost, and what should it deliver?

Care management is funded from an amount equal to 10 percent of your quarterly budget and comes bundled with whichever provider you choose, so the question is not whether a provider offers it but whether theirs is worth the allowance (Department of Health and Aged Care, 2025).

A care manager develops the care plan and reviews it at least every 12 months, and sooner after a fall, a hospital stay or a change in needs. They provide clinical oversight, coordinate the roster across personal care, domestic assistance and transport, track the quarterly budget so it is neither exhausted early nor left unspent, and organise a reassessment when the classification stops fitting.

Four checks separate good care management from a line item. Whether you keep the same named care manager over time. How often they make contact without being prompted, and in what form. Which local services they already work with in Victoria. And how fast they move after a fall or a hospital discharge. A reasonable expectation is a check-in at least monthly with a record of what was discussed. If contact only happens when you chase, the coordination you are paying for is not happening.

Can I get live-in, overnight or 24-hour care at home?

Yes, and the roster design decides the cost far more than the provider does.

Overnight care comes in two forms. A sleepover shift means the worker sleeps at the home and gets up when needed. An active shift means the worker is awake all night, for people who need repositioning, medication, continence support or supervision at any hour. Under the NDIS Pricing Schedule 2026-27, an active weekday night hour of self-care support is capped at $82.57 and a sleepover night is a flat $311.79 plus allowances for time the worker is up (NDIS Pricing Schedule, 2026-27). Aged care budgets buy the same shifts at provider-set prices, because Support at Home price caps were deferred in May 2026.

Live-in care places a carer in the home around the clock, commonly two carers alternating, covering day support plus sleepover nights. Rosters must build in proper breaks under the SCHADS Award, so even a round-the-clock arrangement involves more than one worker across a week, and the household provides a private bedroom.

Government funding contributes to these but rarely covers them. The highest Support at Home classification provides $80,294 a year (Department of Health and Aged Care, 2026), well short of continuous staffing, so most arrangements are a funded budget plus a private top-up. Before pricing anything, be precise about the actual risk hours. Many families find the genuine need is overnight cover three nights a week rather than 24/7, and the difference runs to tens of thousands of dollars a year. Self-managed and plan-managed arrangements can also hire overnight carers directly, which is often the cheapest way to buy the night half of the roster.

Can I buy home care privately, without an assessment?

Yes. Private home care is support you pay for yourself, without going through My Aged Care or the Single Assessment System: no eligibility test, no means assessment and no wait for a package to be released. How soon care starts depends on the provider’s capacity. It is also the common way to top up a funded budget once the classification runs out before the needs do. What support is available straight after a hospital stay?

The Transition Care Programme provides short-term, goal-directed support after a hospital stay so an older person can regain strength before returning home or moving into longer-term care. It runs for up to 12 weeks and includes nursing, allied health and personal care, delivered at home or in a residential setting, and a provider can apply to extend an episode by up to six weeks where the care team agrees more time would change the outcome (Department of Health and Aged Care, 2025).

Places are allocated through the hospital rather than booked directly, so the starting point is the treating team or the discharge planner, not a provider search. Where the programme matters for choosing a provider is what happens when the episode ends, because the nursing, therapy and personal care usually need to continue.
