Staying in your own home as you get older is a goal for many Australians. But what happens when daily tasks become more difficult? The thought of paying for help can be stressful, especially on a pension. Many seniors and their families worry about the cost of care, the quality of services, and losing their independence.
This guide is here to help. We’ll walk you through the process of getting government-funded home help in Australia. We’ll explain what “free” really means in the context of aged care, how to navigate the system, and how you can get the support you need to live comfortably and safely in your own home.
Can You Really Get Free Home Help for Seniors in Australia?
Yes, it is possible to get home help that is either completely free or heavily subsidised by the Australian Government. For many seniors, especially full pensioners, the support they need to stay at home won’t cost them anything out of pocket.
The government funds two main programs to provide this support:
- The Commonwealth Home Support Programme (CHSP): For those who need a low level of support to stay independent. Many services under the CHSP can be free.
- Support at Home (formerly Home Care Packages): For those with more complex needs. While not always completely “free,” government subsidies cover most of the cost, and for full pensioners, there are often no out-of-pocket expenses.
Step-by-Step Guide: How to Access Government-Funded Home Help
Navigating the aged care system can seem daunting, but it can be broken down into a few key steps.
Step 1: Contact My Aged Care
Your journey starts with My Aged Care, the official entry point for all government-funded aged care services. You can call them on 1800 200 422 or apply for an assessment online. It’s a good idea to have your Medicare card handy.
Step 2: The Assessment
After you contact My Aged Care, they will arrange for an assessor to speak with you. This is not a test; it’s a friendly conversation to understand your needs. Since 9 December 2024, assessments are arranged through the Single Assessment System, which replaced the old ACAT, RAS and ACAS pathways.
- For lower-level needs (CHSP): An assessor will carry out a home support assessment, usually by phone or a visit to your home.
- For more complex needs (Support at Home): An assessor will visit you at home for a comprehensive assessment.
Step 3: The Income (Means) Test
To determine how much the government will contribute to your care, you’ll need to complete an income assessment, also known as a means test. This is handled by either Services Australia (Centrelink) or the Department of Veterans’ Affairs (DVA).
If you are on a full Age Pension, you will not have to pay an income-tested care fee and your services could be effectively free.
Step 4: Receive Your Assessment Outcome
After your assessment, you’ll receive a letter explaining the level of care you’re approved for. This could be approval for CHSP services or being approved for a Support at Home package (formerly Home Care Package).
Step 5: Finding and Choosing a Provider
Once you have your approval, you can browse government-accredited providers on Carevo to find one that can deliver your services. The My Aged Care “Find a Provider” tool is an excellent resource for this.
Demystifying the Costs: What’s Free and What’s Not?
Understanding the costs is crucial. Here’s a breakdown of what you might be asked to contribute.
| Fee Type | Commonwealth Home Support Programme (CHSP) | Support at Home (replaced HCP on 1 Nov 2025) | Who Pays This? |
|---|---|---|---|
| Basic Daily Fee | N/A (Providers may ask for a small contribution per service) | No. Support at Home removed the basic daily fee. | Not charged under Support at Home. |
| Service Contribution | Minimal contributions per service, if any. | Contributions are based on the type of service and your means-tested rate. | Full pensioners generally pay nothing towards clinical supports; contributions apply to some everyday living and independence services depending on your means. |
| Provider Fees | Minimal, if any. | Care management and other costs are covered through the government subsidy rather than a separate basic fee. | Paid from the government subsidy. |
Under Support at Home, the basic daily fee no longer applies. Instead, any contribution you make depends on the service category and your means-tested rate. Existing Home Care Package recipients on 30 September 2025 are covered by “no worse off” arrangements, so they do not pay more than they would have under the old system. For most full pensioners, the government subsidy covers the core of the package and there are no out-of-pocket costs for clinical care.
Frequently Asked Questions
It’s natural to have questions and concerns. Here are answers to some of the most common worries we hear from seniors and their families.
I’m worried about losing my independence.
This is a very common fear. Home care services are designed to support your independence, not take it away. The goal is to help you manage tasks that have become difficult, so you can continue to live in your own home safely and confidently. You are always in control of the services you receive.
How do I know I can trust the care worker?
Your safety and security matter. Government-funded providers must adhere to quality standards, which generally include worker checks, training, and insurance. It is worth asking each provider directly about their police checks, staff qualifications, and insurance so you can choose with confidence.
What if I’m not eligible for government help?
If you’re not eligible for subsidised care, or if you need help while waiting for your package to be assigned, you can choose to pay for services privately. Many providers offer private home care services, giving you the flexibility to get the support you need when you need it.
Getting a little extra help at home doesn’t have to be a stressful or expensive process. With Australian government support, you can access the services you need to maintain your independence and quality of life. The first step is a simple phone call to My Aged Care.
