They work with participants who have complex behaviours of concern, develop behaviour support plans, and help reduce the use of restrictive practices. The role requires specific training and registration with the NDIS Quality and Safeguards Commission.

What a Behaviour Support Practitioner Does

A BSP assesses the reasons behind a participant’s behaviour of concern and develops a behaviour support plan (BSP) to address those reasons. The work is grounded in Positive Behaviour Support (PBS), a framework that focuses on understanding the function of behaviour rather than simply trying to suppress it.

In practical terms, this means conducting functional behaviour assessments, interviewing the participant and their support network, reviewing records, and then writing a plan that specifies proactive strategies, teaching approaches, and, where unavoidable, any regulated restrictive practices. Where a plan includes a restrictive practice, the NDIS Commission must authorise it, and the practitioner is responsible for ensuring compliance with state and territory authorisation requirements.

BSPs also provide training to support workers implementing the plan and review outcomes regularly. The role involves direct work with participants as well as coordination with families, support coordinators, and providers.

NDIS Commission Requirements for Practitioners

The NDIS Quality and Safeguards Commission sets out practitioner requirements in the NDIS Positive Behaviour Support Capability Framework. The framework defines four capability levels: Core, Proficient, Advanced, and Specialist.

Core practitioners are at the entry-level tier. The Core level describes the expectations of an entry-level behaviour support practitioner. People new to the role (generally with under six months of experience) apply via the entry-level pathway and must work under the supervision of a practitioner assessed at Proficient level or above.

Proficient practitioners can develop behaviour support plans for participants with low to moderate complexity. They must hold a relevant qualification (typically a Certificate IV, Diploma, or bachelor-level qualification in a related discipline) and demonstrate the competencies specified in the framework.

Advanced practitioners work with participants of higher complexity and supervise other practitioners. They typically have several years of experience and additional qualifications or demonstrated advanced competencies.

Specialist practitioners work with the most complex presentations and provide consultancy, expert testimony, and supervision at a high level. This tier generally requires postgraduate qualifications and significant practitioner experience.

New practitioners enter through the entry-level (Core) pathway and work under supervision until they meet the Proficient level. Training providers in Australia focus on building the competencies needed to progress from Core to Proficient. The curriculum covers the PBS framework, functional behaviour assessment methodology, how to write compliant behaviour support plans, and the regulatory requirements around restrictive practices under the NDIS Act.

The Training Pathway

Training providers vary in their structure, but most Proficient-level courses follow a similar progression.

Eligibility and enrolment. Most courses require applicants to have, or be working towards, a relevant qualification in disability, psychology, social work, allied health, or a related field. Some providers accept significant relevant work experience in lieu of formal qualifications. An initial assessment determines which course level is appropriate.

Core curriculum. The formal training component covers the NDIS Positive Behaviour Support Capability Framework competencies, PBS principles and values, functional behaviour assessment methods, BSP development and documentation, and the regulatory framework for restrictive practices. Courses are typically delivered online, in-person in Australia, or in a blended format.

Practical placement. Accredited courses include supervised practice hours. These are completed in a real workplace setting, working with participants under the supervision of a qualified practitioner. Placement hours are specified by the training provider and must be documented.

Assessment and suitability. Completing training and placement does not by itself allow a person to practise. A person cannot work as an NDIS behaviour support practitioner until the NDIS Commission has assessed them and considered them suitable. Suitability is sought through a self-assessment against the Positive Behaviour Support Capability Framework, or via the entry-level pathway, with an application to the Commission, which decides “suitable”, “not suitable”, or “unable to make a decision”. Until a person is considered suitable, they cannot undertake behaviour support assessments, including functional behaviour assessments, or develop behaviour support plans, even under supervision. The Commission keeps records of the practitioners it has considered suitable.

What to Look for in a Training Provider

Not all behaviour support training is equal. When evaluating providers, the most important question is whether the curriculum explicitly aligns with the NDIS Positive Behaviour Support Capability Framework. A course that covers PBS without specifically addressing the NDIS Commission’s framework may leave graduates unprepared for the documentation and compliance requirements they will encounter in practice.

Ask providers whether their graduates have been successfully employed as BSPs in NDIS settings, whether trainers have current practitioner experience, and whether the placement component provides sufficient hours with genuine participant contact.
