NDIS participants access it through Core Supports under registration group 0114. Older Australians access equivalent nursing as a clinical care service under Support at Home, which the Department of Health and Aged Care confirms is fully government funded with no participant contribution, distinct from the income- and asset-tested Independence and Everyday Living categories.
