General foundational supports (information, capacity building, peer support) are open to everyone. Targeted foundational supports, for people under 65 with lower support needs, cover practical help such as home and community assistance.

Targeted foundational supports are aimed at people under 65 who have disability but do not meet the NDIS threshold of permanent and significant support need (Department of Health and Aged Care, 2025). Funding sits outside the NDIS scheme, so no NDIS plan is required. People aged 65 and over with similar needs are generally directed toward aged care funding through Support at Home instead. Many people also pay privately, or access state and territory disability programs, while the targeted rollout continues through 2026.
